What is Adhoc Relief Allowance (ARA)?

ARA is a temporary monthly allowance granted through annual federal and provincial budgets to provide immediate financial relief to government employees without permanently revising the BPS pay scale.

Unlike a permanent basic pay revision, Adhoc Relief Allowance is notified each year (or every few years) as a separate line item on your pay slip. It is usually calculated as a percentage of running basic pay and varies by BPS. Over time, multiple ARA tranches (2021, 2022, 2023, etc.) accumulate on your salary. Governments may later merge selected ARA amounts into basic pay to improve pension benefits.

2021

ARA 2021

10% of running basic pay

Announced in the Federal Budget 2021-22, ARA 2021 granted a 10% adhoc relief on running basic pay for federal government employees in BPS 1–22. Provincial governments (Punjab, Sindh, KPK, Balochistan) issued matching notifications. This allowance continues on pay slips until merged or replaced.

2022

ARA 2022

15% of running basic pay

Budget 2022-23 introduced ARA 2022 at 15% of running basic pay for civil servants. Combined with ARA 2021, employees received cumulative relief. Enter your exact ARA 2022 amount from your pay slip in the calculator — the notified rupee value depends on your BPS and current basic pay stage.

2023

ARA 2023

35% of running basic pay (federal)

The largest recent tranche, ARA 2023 was set at 35% of running basic pay in the Federal Budget 2023-24. Discussions continue about merging ARA 2023 into basic pay permanently. The calculator's Policy Impact Scenarios show how this merge would affect your basic pay and future increment benefits.

2024

ARA 2024

20–25% of running basic pay

Federal Budget 2024-25 provided adhoc relief for government employees, with rates varying by BPS grade. BPS 1–16 typically received a higher percentage than senior grades. Provincial finance departments issued separate SROs with aligned or adjusted percentages.

2025

ARA 2025

Budget 2025-26 adhoc relief

ARA 2025 was notified in the most recent budget cycle before Budget 2026. Amounts appear as a separate "ARA 2025" line on AGPR and provincial pay slips. Employees should enter the exact notified amount in the calculator for accurate gross salary and budget projection.

Frequently Asked Questions

Common questions about Pakistan Budget 2026 salary increases, BPS pay scales, ARA, DRA, and this calculator.

Yes. The Government of Pakistan has announced a 7% salary increase for federal government employees in Budget 2026. Provincial governments (Punjab, Sindh, KPK, Balochistan) are expected to follow with matching or similar notifications. Use the calculator above to estimate your revised salary at the official 7% rate.

The official announced increase is 7% for federal government employees in Budget 2026. This applies to running basic pay for BPS 1–22 civil servants. Provincial employees should check their respective finance department notifications. The calculator also lets you compare alternative scenarios at 5%, 10%, 15%, 20%, and 25%.

Government salary increases are typically calculated on your running basic pay and may include a separate Adhoc Relief Allowance (ARA) as a fixed monthly amount or percentage of basic pay. Gross salary = Basic Pay + C.A + H.R.A + M.A + ARA + DRA + special allowances. A 15% budget increase usually means 15% added to basic pay, ARA, or total gross depending on the notification wording.

Disparity Reduction Allowance (DRA) is a temporary allowance introduced to reduce pay disparities between federal and provincial employees or between different pay scales. DRA 2021, DRA 2022, and DRA 2025 have been notified for various employee categories. It appears as a separate line on your pay slip and is distinct from Adhoc Relief Allowance (ARA).

BPS stands for Basic Pay Scale. Pakistan's civil service uses BPS 1 to BPS 22, where BPS 1 is the lowest (support staff, drivers, attendants) and BPS 22 is the highest (secretaries, top bureaucrats). Each BPS has a minimum (initial) pay, annual increments, and a maximum pay stage. Your BPS determines your basic pay range and eligibility for certain allowances.

Adhoc Relief Allowance (ARA) is generally granted to all regular federal and provincial government civil servants on BPS 1–22, including teachers, health workers, and office staff. Contract employees, daily-wage workers, and employees of autonomous bodies may not receive ARA unless specifically included in the budget notification. Armed forces and police often receive separate packages.

Federal Budget 2026 is typically presented in June. The Finance Division issues SROs (Statutory Regulatory Orders) within days to weeks after budget approval. Provincial budgets follow on a similar timeline. Subscribe to official gazettes or check the Finance Division website for the final notified amounts.

Punjab Government generally aligns its BPS 1–22 minimum pay scales with the Federal Government. Allowances such as ARA and DRA may match federal percentages or be notified separately by the Punjab Finance Department. Teachers and health employees in Punjab sometimes receive additional provincial allowances.

Basic pay is your core monthly salary on the BPS scale before allowances. Gross salary (take-home before tax) includes basic pay plus all allowances: C.A, H.R.A, M.A, ARA, DRA, and any special allowances. Budget increases may apply to basic pay only, allowances only, or the full gross depending on government policy.

Yes. When government employees receive a pay increase, pensioners typically receive a commensurate increase through a separate pension raise notification. The percentage may match the civil salary increase or be calculated on a different formula as announced by the Finance Division.

Conveyance Allowance (C.A) is a fixed monthly allowance to offset commuting costs. Amounts vary by BPS scale and government (federal vs provincial). It is part of your statutory allowances and is usually not reduced when other allowances change.

House Rent Allowance (H.R.A) compensates employees who do not receive government accommodation. Rates are tied to BPS and city classification (e.g., Islamabad, Lahore, Karachi). Employees living in official government housing typically do not receive H.R.A.

Merging ARA into basic pay has been discussed in pay & pension committee reports. If ARA 2023 is absorbed into running basic pay, your gross salary may stay the same initially but future increments and pension calculations would be based on a higher basic. The calculator's Policy Impact Scenarios model this possibility.

The federal minimum (stage 1) basic pay for BPS-17 is Rs 64,820 per month as per the current pay scale. Provincial amounts may differ slightly: Sindh ~2% higher, KPK ~1% higher, Balochistan ~2% lower. See the BPS salary charts below for all scales.

Sindh Government pay scales are generally structured to be approximately 2% above federal minimums for equivalent BPS grades. Actual take-home depends on your running basic pay stage, allowances, and provincial ARA notifications.

DRA 2021 was introduced to address pay gaps between employees of different governments or departments. It was notified as a monthly allowance for eligible BPS 1–22 employees and appears alongside ARA on pay slips. Amounts vary by BPS and notification.

Yes. Teachers in government schools and colleges may receive Teaching Allowance, qualification allowance, and other provincial benefits in addition to ARA. Enable Teaching Allowance in the calculator and enter your notified amount from your pay slip.

Major BPS scale revisions occur every few years through pay & pension committee recommendations, often bundled with annual budgets. Annual increments (one stage advance per year) happen automatically for eligible employees regardless of budget announcements.

BPS 1 employees (minimum basic Rs 15,530 federal) receive the same 7% increase as other grades under Budget 2026. A 7% increase on federal BPS 1 minimum basic adds approximately Rs 1,087 to basic pay. Use the BPS charts and budget impact tables on this page for exact revised amounts by province.

No. This is an independent estimation tool published by Guided Bite. It is not affiliated with the Finance Division or any provincial government. Always verify figures against your official pay slip and government notifications (SROs).

After budget approval, check the official SRO in the Gazette of Pakistan (federal) or provincial gazette. Your updated pay slip from AGPR (federal) or provincial accounts department will show revised basic pay, new ARA lines, and adjusted gross salary.

Khyber Pakhtunkhwa typically announces its own budget and may match or slightly adjust federal salary increases. KPK BPS minimums are approximately 1% above federal. Watch for notifications from the KPK Finance Department.

Initial (minimum) basic pay is the stage-1 amount for your BPS grade. Running basic pay is your current stage amount after annual increments and any previous merges. ARA percentages are often applied on running basic pay, not initial pay.

Pension is generally calculated as a percentage of the last drawn basic pay (or average emoluments). If ARA is merged into basic pay, future pensions could increase. A higher basic pay from Budget 2026 directly benefits retiring employees.

Health Professional Allowance and Nursing Allowance are paid to doctors, paramedics, and nurses in government hospitals. Rates depend on BPS and post. These are in addition to ARA and are notified by the health department or finance division.

Medical Allowance is a fixed monthly amount paid to government employees for healthcare expenses. It is part of statutory allowances and is usually not linked to basic pay percentage increases unless specifically revised in the budget.

Select Balochistan Government as employee type. BPS minimums are approximately 2% below federal scales. Enter your current pay slip figures for basic pay, C.A, H.R.A, M.A, ARA, and DRA. The calculator applies provincial baseline pay automatically when you select a BPS.

The Pay & Pension Committee periodically recommends salary increases to the government. For Budget 2026, recommendations often cite inflation and compare compensation with the private sector. Final approval rests with the federal cabinet and parliament; provinces may adopt similar or different percentages.

Governments occasionally increase allowances rather than basic pay to manage pension liability. The Policy Impact Scenarios in this calculator model doubling all allowances and merging ARA into basic pay — two common policy options discussed before each budget.
